Description

Objective:

The course objective is designed to improve tradecraft in the acquisition of services. The course is based on DoD Instruction 5000.74, Defense Acquisition of Services, and includes services acquisition roles and responsibilities; oversight and approval of contracted services portfolios; services acquisition seven-step process; requirements development, validation, prioritization, and oversight; and acquisition considerations for information technology (IT) services. ACQ 1650 is designed for individuals who need to improve their knowledge of developing and defining service requirements, supporting business strategies, coordinating review and approval of services contracts, and effectively managing the resulting contractor performance. However, this course may also serve as an opportunity for experienced acquisition personnel to improve their understanding of the Service Acquisition process, approval levels and reporting requirements.

ACQ 2551, Services Acquisition Management Tools, is an Online Training (OLT) course based on the Seven-Step Services Acquisition (SA) process and DoD Instruction 5000.74, Defense Acquisition of Services. The emphasis is on tools available to support the multi-functional team performing a services acquisition as they progress through the three phases and seven steps of the SA Process. This course provides an awareness of management tools and best practices to plan, develop and execute an acquisition, thus providing our warfighters with the most effective and efficient services they need to accomplish their mission. This course also provides an opportunity for experienced acquisition personnel to improve their understanding of the Service Acquisition process, approval levels and reporting requirements.

  • Recognize the role of services acquisition in building and maintaining the mission capability of the Department of Defense and the essential elements of successful, best value services acquisition
  • Identify key management roles and responsibilities when acquiring contracted services to support Department of Defense requirements
  • Recognize what is accomplished during each phase of the Service Acquisition Process
  • Describe the requirements development, validation, prioritization, and oversight processes, including the role of the Services Requirements Review Board, requirements development team, acquisition strategy process, peer reviews, independent management reviews, and performance management metrics
  • Identify the processes and procedures for establishing an effective services acquisition team
  • Describe a Requirements Roadmap
  • Construct a Statement of Objectives or a Performance Work Statement using the Acquisition Requirements Roadmap process
  • Describe a Program Management Master Plan and Integrated Master Schedule and their relationship to the Acquisition Strategy
