Description

Objective:

The course objective is to focus on leadership and management issues in a T&E environment. The course involves facilitated discussion of current DoD policies, strategies, processes, and practices as they are applied and used for the planning and management of test and evaluation (T&E) for DoD systems. This course covers a variety of knowledge-building and interactive problem-solving skills using case studies developed around lessons learned from actual system acquisitions. Class discussion and study group efforts culminate in participant presentations based around case analysis and solution analysis. Knowledge and skills developed in this course will facilitate successful professional participation as a T&E member in integrated planning and development activities for major programs.

Learning Outcomes:

  • assess the corresponding T&E impacts of recent legislative, regulatory, policy and guidance changes in the acquisition process
  • contrast T&E processes for evaluating overall system performance, operational effectiveness, operational suitability, and military worth
  • develop an RFP outline
  • compare T&E processes for weapon systems versus those for information technology programs
  • assess the challenges of conducting T&E in support of Rapid Acquisition.
  • recommend alternatives for reducing cost drivers within test support resources
  • conduct a peer review of another student team’s RFP outline
  • assess the utility of modeling and simulation for corresponding support of a T&E strategy
  • assess activities necessary to manage and control a test site
  • revise an existing TEMP
  • recommend a T&E reliability growth strategy that effectively supports corresponding systems engineering reliability growth activities
  • create a concept for implementing a corresponding T&E Risk Management Board.
