Description

Objective:

The course objective is to provide knowledge and practice that facilitate the improvement of the Emergency Medical Services (EMS) systems mid- level to upper-level managers' abilities to carry out leadership functions.

Learning Outcomes:

  • Identify the ten modern leadership functions
  • Develop an organization vision statement and a personal mission statement
  • Identify continuous commitment to QI goals and Ql implementation
  • Identify the key drivers (key component services) for an EMS system
  • Describe the importance of effective human resources plans and policies for achieving system goals
  • Describe the goal and the steps involved in instituting a risk management program
  • Identify and describe typical political actions/behaviors
  • Identify the steps involved in the lobbying process
  • Understand the two types of medical direction: online (or concurrent) and offline (prospective)
  • Compare 'pre-hospital' and 'out-of-hospital' services
  • Understand the effects of managed care on current and future services provided by EMS
  • Analyze and develop strategies for developing support to expand services to partner with managed care
  • Compare and contrast the consensus vision statement of the class with the Emergency Medical Services (EMS) Agenda for the Future
  • Apply teamwork principles to develop consensus agreement
  • Calculate the cost of EMS service
  • Identify the basic and essential data elements set forth by the National Highway Traffic Safety Administration (NHTSA) in the Uniform EMS Data Element Dictionary
  • Identify and describe appropriate types of EMS reporting technology needed to move toward automation
  • Describe each of the Baldridge Categories of Quality Improvement (QI) applied to EMS
  • Determine the duties and responsibilities of the medical director according to system requirements
  • Define common terms associated with managed care (health maintenance organization (HMO), preferred provider organization (PPO), gatekeeper, capitation)
  • Discuss various new trends in health care delivery
  • Describe the considerations involved in determining an EMS organization's roles in a managed care system
