Description

Objective:

The course objective is to provide guidance for best practices in leading and guiding others as it pertains to the position of second-level supervisor.

Learning Outcomes:

  • identify strategies to lead change that take both Executive direction and subordinate engagement into account
  • prepare to embrace that they are held accountable for subordinate Supervisors' decisions
  • understand how to represent DHS or Component in discussions, projects or strategies that involve partners outside of one's scope of supervision (e.g., non-DHS organizations, other internal Component organizations, other Components)
  • understand the importance of reflecting DHS-wide strategic drivers (such as budget, legislative, national program goals, human capital initiatives) in leadership decisions and organizational priorities
  • improve techniques to effectively hold subordinate Supervisors accountable for their subordinates' decisions
  • enhance strategies to effectively rely on subordinate Supervisors to lead individual employee and team performance
  • gain the perspectives necessary to lead, influence and steer projects and/or people across diverse disciplines or teams in order to successfully meet objectives, requirements and schedules
  • understand the complexities involved in decision-making as a reviewing/deciding official in performance management
  • negotiate and balance competing drivers between subordinate Supervisors, line-employees, customers, stakeholders and superiors in delivering on mission
  • coach and/or mentor first-line Supervisors in developing their ability to balance the big picture with day-to-day operations
  • develop skills and tools that successfully help in identifying, justifying, negotiating or securing resources (e.g., funds, positions, tools) in an environment where multiple organizations are competing
  • be able to recognize strengths and limitations within the organizational structure and culture and lead initiatives to continuously evolve organizational performance
