Description

Objective:

The course objective is to enhance the Department of Defense (DoD) Safety and Occupational Health practitioner's ability to educate or guide both military and federal civilian personnel on the proper application of the DoD risk decision making process. The learning methodology allows each student to examine the role of risk management in safety programs and safety strategic planning. Each student will formulate a research plan including selection of appropriate data collection and analysis methods and scheduling the sequential steps that will be required to select the appropriate actions to mitigate risks to levels acceptable by executive decision makers. This course provides the tools and processes necessary to effectively deduce root causes of risks in various types of missions, operations, activities, or events in either the on-duty or off-duty environments. Students will consider the application of risk management in joint tactical planning for military operations, recreational activities and to industrial job hazard analysis activities in order to prevent injuries, illness and/or loss of material assets.

Learning Outcomes:

  • Determine strategies to integrate risk management into safety programs
  • Integrate effective risk management strategies into military strategic, operational, and tactical plans to shape the safety culture and organizational climate, increase the effectiveness of safety programs, and reduce mishap rates
  • Evaluate and determine appropriate commander, leader, staff, supervisor, safety officer, and individual risk management responsibilities in order to facilitate effective organizational integration
  • Synthesize the application of risk management strategies in support of industrial and base sustainment operations, motor vehicle mishap prevention, workplace safety, aviation mishap prevention, and other safety programs
  • Integrate risk assessment and management process into the operations process (i.e. Army Military Decision Making Process (MDMP), Navy Planning Process (NPP), Marine Corps Planning Process (MCPP)), and Troop Leading Procedures in support of military operations or training, unit recreational activities, off-duty activities at individual, tactical, operational, or strategic levels of risk decision making
  • Apply Department of Defense risk management tools and resources (e.g. the METT-TC Model, DoD Human Factors Analysis and Classification System (DoD HFACS), Joint Risk Assessment Tool (JRAT) etc.) to identify hazards and manage risk for missions, operations, training, and off-duty activities
  • Plan, prepare, and present a 30-minute group prepared, individually briefed presentation on an instructor-approved topic to demonstrate competency and proficiency of how to integrate risk management into an activity relevant to the appropriate military s
