The course objective is to describe NAVFAC EVBL's mission and programs, in particular describe the necessary collaboration between Business Line (BL) and Support Line (SL) as integral members of the NAVFAC team to enable a seamless execution of NAVFAC's mission; describe the legal issues associated with environmental contracts and the major environmental laws and regulations applicable to federal contracting under the EVBL; explain the NAVFAC Environmental Business Line and how it is applied; describe, compare, and contrast the various contract types and the associated risks and justify the implementation of contract types for specific requirements; describe the specific elements of the phases of the contracting process for environmental services including planning (development), formation (pre-award/award), performance management (execution) including closeout of basic EVBL contracts; explain the PBC process and apply it to acquire environmental services; describe Firm-Fixed-Price Contracts and Cost Reimbursement Contracts and the similarities and differences of each contract type and the management task orders associated with each contract type and apply the most appropriate contract type and management task order to a variety of procurements; describe various acquisition instruments and assistance instruments that NAVFAC EVBLs use and the process; and refer to and use the informational resources provided in the chapter as assistance and as a reference during the environmental contracting process.
