The U.S. Department of Energy National Training Center (NTC) (formerly The Department of Energy (DOE) Nonproliferation and National Security Institute and prior to that the Safeguards and Security Central Training Academy) is an umbrella organization encompassing 4 academies: the Safeguards and Security Training Academy (S&SCTA), Counterintelligence Academy, Foreign Interaction Academy, and the Antiterrorism Assistance Academy. The courses shown below are offered by the S&SCTA. The S&SCTA provides training in multiple disciplines to include: tactical and firearms training, behavioral sciences, management and instructional training, safeguards and technical security training, and material control and accountability. By providing standardized training and development of training programs and materials through a central location, the DOE ensures consistency and efficiency as well as quality in job training.The S&SCTA is divided into five training departments, each with courses designed for a specific target audience. Program Planning and Management is designed for personnel who assess, review, and verify a site's ability to protect its assigned assets through vulnerability assessments, performance testing, security inspections, and information management. Protection Program Operations is designed for personnel who respond to security incidents; personnel who conduct self-defense, tactical, and firearms training; crisis negotiators; armorers; and live-fire range managers. Material Control and Accountability is designed for personnel who are nuclear materials handlers, accountants, custodians, controllers, inspectors, and auditors. Personnel Security and Training Development is designed for those who conduct investigations for security clearances and for management/supervisory and instructor training. Information and Technical Security is designed for information handlers, computer security specialists, and site security managers.The vehicle for training delivery falls within one of these categories: Training at the S&SCTA; Mobile Training Teams; Site Certification; and Distance Learning Training. The S&SCTA staff members are experienced security and nuclear materials specialists, supplemented by an adjunct faculty with experience in highly specialized disciplines, including counterterrorism, tactical response, crisis negotiations, nuclear material control and accountability, physical security, and information and operations security.
