But it was last reauthorized in 2008 and has been running on temporary extensions for the past several years while lawmakers start—then stop—the reauthorization process, only to have to begin again every two years when a new Congress is sworn in. As 2019 draws to a close and Congress prepares to leave DC for its holiday break, American Council on Education (ACE) Senior Vice President Terry W. Hartle and ACE Director of Government Relations Jon Fansmith will provide an overview of the prospects for HEA reauthorization, major issues involved with the legislation, and the implications for colleges and universities. HEA Reauthorization Q&A Session In addition to this 45-minute webinar presentation about the future of HEA reauthorization, Hartle and Fansmith will hold a 30-minute question-and-answer session on the same topic the next day, December 11, at 230 p.m. (ET) exclusively on
ACE Engage ® , ACE's peer-to-peer online community and learning platform. Background
This fall, Rep. Bobby Scott (D-VA), chair of the House Education and Labor Committee, introduced a new version of HEA reauthorization legislation, the
College Affordability Act (H.R. 4674), which was approved by the committee on October 31 along a party-line vote. At over 1,200 pages, it's a dense, complicated piece of legislation, with a number of provisions that would be beneficial for students and institutions, such as significant increases in student aid and support for institutions that have historically been under-resourced. However, these provisions are offset in parts by intrusive, complicated, or burdensome requirements that will undercut the bill's primary goal to make higher education more affordable. See the letter that ACE sent on behalf of 32 other higher education associations to the House commenting on the legislation by
clicking here . Meanwhile, HEA discussions in the Senate are currently stalled, although Sen. Lamar Alexander (R-TN), chair of the Senate Health, Education, Labor and Pensions Committee, has attempted to revive the process with
a bill containing a handful of changes to the HEA that he released in September. Sen. Alexander and Sen. Doug Jones (D-AL) also introduced
legislation to simplify the process for applying for federal financial aid. Neither of those efforts have significant support from Democrats and, at present, they appear unlikely to advance.

“There is no more powerful transformative force than education—to promote human rights and dignity, to eradicate poverty and deepen sustainability, to build a better future for all, founded on equal rights and social justice, respect for cultural diversity, and international solidarity and shared responsibility, all of which are fundamental aspects of our common humanity.” — Irina Bokova, former director-general of UNESCO
To address today’s global challenges - well-articulated by the United Nation's Sustainable Development Goals (SDGs) - higher
education internationalization is the conduit for crossing boundaries and

" src="/PublishingImages/Interior-Page-Heroes/Adelphi-2015-Ext1_008_HiRes.jpg?RenditionID=9" style="BORDER:0px solid;" /> | | The Department of Education on May 6 released its long-anticipated final rule significantly amending the department's existing Title IX regulations. Given the importance of this final rule, and the intense interest among various campus stakeholders, ACE provided a “just in time" webinar on Monday, May 11, at 200 pm (ET), providing a high-level overview of key provisions and takeaways for presidents, chancellors, and other senior campus leaders with Title IX responsibilities. Colleges and universities are committed to upholding Title IX and to creating campuses that are safe, supportive, and responsive for all students so they can benefit from the widest possible array of educational opportunities. Watch the recording to hear from several experts on this topic to learn about provisions in the new rule, any changes made in response to higher education and other stakeholders' concerns, and key considerations for campus administrators as they prepare to implement the new rule. What Is Title IX? Title IX of the Education Amendments of 1972 (Title IX) prohibits discrimination on the basis of sex under any education program or activity that receives federal funding. Sexual harassment, which includes sexual assault, is a form of unlawful sex discrimination prohibited under Title IX. In recent years, there has been significant and ongoing policy discussions among federal lawmakers, the Department of Education's Office for Civil Rights, colleges and universities, victim's rights groups, and other key stakeholders regarding the obligations of colleges and universities under Title IX to address the serious problem of campus sexual assault. On Nov. 29, 2018, the Department of Education issued a notice of proposed rulemaking (NPRM) to amend the Title IX regulations. ACE, along with 60 other higher education associations, submitted comments on the proposed rule in January 2019, as did nearly 125,000 other interested stakeholders.

In the coming months, new college graduates will be entering this transformed labor market defined by new workplace, recruiting, and work practices. What can higher education leaders do to prepare students for the new landscape? How does career readiness look different than it did even a few months ago for students planning to enter the job market in the coming year? Will students seeking to advance in their careers be forced to seek different types of opportunities because of economic disruption? Do new competencies become central? Even after the COVID-19 crisis, for example, will it continue to be more important than ever to demonstrate an ability to work remotely? Do these changes require new approaches to instruction, assessment, and student support? Watch the recording of our expert panel to learn how to adapt practices at your institution to help your graduates succeed.

The pandemic has exasperated the crisis around basic needs. ACE and American University hosted an interactive learning
experience focused on taking action on the intersecting issues of race and
crisis management in higher education. The foundation for this experience is a
three-year study of the racial crisis that took place at the University of
Missouri in 2015-16, and of the resulting lessons learned by the campus
community. In the recording, you will hear from researchers and campus leaders
about their experiences navigating this crisis, and how they
applied lessons learned over the last five years to manage their institutional
response to COVID-19. You will also
learn from scholars and practitioners looking forward to consider the evolving
landscape of diversity, equity, and inclusion as campuses prepare for the fall term
and beyond. More on ACE Engage ® Visit ACE Engage to hear more from our speakers on key take-aways and applications for campus practice.
