Military Installation Voluntary Education Review
Military Installation Voluntary Education Review
(MIVER) is a project sponsored by the Department of Defense and
the Army, Navy, Air Force, and Marine Corps to assess the quality of
voluntary education programs at selected military installations and to
assist in the improvement of voluntary education programs through
appropriate recommendations to institutions, installations, and the
military services.
MIVER reviews are based on policies and procedures established by the
MIVER Governing Board. These policies and procedures address both the
military installations and the colleges and universities offering degree
programs on the installations. The MIVER Principles of Good Practice for Voluntary
Education Programs on Military Installations outline the
criteria MIVER reviewers use to evaluate installations and the MIVER Principles of Good Practice for Institutions
Providing Education Programs on Military Installations explain
what MIVER reviewers are looking for in the institutions that offer
programs on military installations.
To help military voluntary education personnel, institutional
representatives and MIVER team members understand how the MIVER program
works, the MIVER program has published a handbook, titled Orientation and Guidelines. MIVER also conducts
special training workshops for installation education services officers,
institutional representatives and new team members.
MIVER reviews are conducted by teams
of professional educators. Team members review self-studies prepared
by the installations and institutions before the actual visit. During
the visit, team members attend classes, examine facilities and interview
military command representatives, institutional administrators, faculty
members, counselors and students. The team works together to develop
recommendations for the installation and institutions. After the visit,
team members write summaries of their findings for a final report, which
is sent to all participants in the MIVER review. MIVER reviews are for
the purpose of quality assessment and enhancement only; they neither
replace nor supplant institutional accreditation.
Since it began in 1991, the MIVER project has conducted more than 200
reviews of voluntary education programs on military installations.
