Description

Objective:

The course objective is to provide the participants with the knowledge of the basic of Federal Construction contracting and to discuss special aspects of this unique type of contracting.

Learning Outcomes:

  • Determine when the design is applicable
  • Develop a solicitation for construction contract, evaluate proposals and apply the rule for awarding a construction contract
  • Administer a construction contract
  • Discuss rules for disputes and terminations
  • Describe the fundamentals of closing out contracts
  • Describe the rules for a construction acquisition
  • Describe the history of laws applicable to the acquisition of federal construction contracts
  • Develop an acquisition plan for a construction contract
  • Explain the rules for changing contracts after award
  • Describe necessary actions when claims and disputes arise
  • Describe and apply the rules for making payments on construction contracts

  • Davis-Bacon Act and its implications, relevant Federal Acquisition Regulations (FAR) clauses/prescriptions that regulate federal construction contracts, the roles of organized labor and government regulations such as Occupational Safety and Health Administration (OSHA), basic schedule delay analysis, constructive changes, acceleration, and construction contract quality management
