ACE and five other higher education associations
sent this letter to the Department of Education seeking clarification
about reporting requirements outlined in Section 117 of the Higher
Education Act. Section 117 requires institutions of higher education
that receive Title IV federal student aid dollars to submit reports to the Secretary of Education about
gifts received from any foreign source, contracts with a foreign
entity, and any ownership interests in or control over the institution
by a foreign entity.
