Description

Objective:

To provide individuals who have responsibility for the preparation, award, and administration of financial assistance instruments with the requirements of statutes, OMB Circulars, and Agency guidance, including developing judgmental skills in planning for, awarding, and administering agreements.

Learning Outcomes:

  • Define the objectives of the Federal Grant and Cooperative Agreement Act and PL 106-107
  • Describe and apply the OMB Circular requirements
  • Discuss and explain the roles and responsibilities of major participants in the assistance process
  • Explain the standards of conduct that apply to the assistance process
  • Explain the process used to publicize, select, and award agreements
  • Describe the types of assistance instruments and criteria for use
  • Recognize properly prepared documentation for each phase of the assistance process
  • Identify the principal functions of administration
