The course objective is to explain policy, regulations, and procedures of Selection of Architects and Engineers statute; explain general principles of acquisition planning as outlined in FAR 7.102 and how it relates to the acquisition of Architect-Engineer services; develop a synopsis for advertising requirements for acquiring Architect-Engineer services and establish appropriate selection criteria; evaluate qualifications in accordance with stated criteria and make recommendations for selection; identify cost principles applicable to Architect-Engineer services (FAR Part 31); explain the difference between direct and indirect costs; and demonstrate how firms recover their indirect costs via an Overhead rate; describe key elements of a detailed Government Estimate; prepare a Government Estimate following the required steps and using appropriate sources; and explain the statutory limitation that the law requires concerning design costs; summarize the negotiation process, including negotiating tips and pre- and post-negotiation documentation requirements; discuss NAVFAC's principles for Quality Management, identify the party responsible for Quality Assurance and Quality Control, and describe methods which can be used for Quality Assurance and Quality Control; and describe steps required for successful contract performance, contract clauses applicable to different situations that may arise during performance, roles of various Government personnel during performance, and steps required to close out a contract after completion.
