The course objective is to analyze how situations of fraud, waste, abuse, and unethical conduct in federal contracting show violations of laws, regulations, and ethical behaviors; describe goals, events, and roles and responsibilities of personnel involved in acquisition planning for contract award and administration; describe the federal government's policies, procedures, and types of contracts used for commercial acquisitions; summarize the advantages and challenges of commercial acquisitions; explain the requirements for performance-based services acquisition and the Facilities Support Contracts/Base Operations Support template; differentiate among various contract types and formats that are utilized to procure facilities support services; explain the performance assessment process and methods used to ensure compliance with the contract requirements for high quality; explain the requirements, enforcement, and application of the labor laws and their impact on facilities support contracts; describe the modification process and calculate a wage adjustment for a contract; describe the policies and regulations which govern contract financing, method of payments, and the process to develop a contract invoice; as well as describe how an analysis of market research information can impact the process of changing client needs into a contract.
