The course objective is to describe the key laws and regulations addressing ethical considerations and fraud, waste, and abuse in federal contracting; explain the COR nomination and appointment process, including the responsibilities and limitations of COR authority; and describe the COAR requirements; describe COR responsibilities for assisting a contracting office in mission support acquisition planning, market research, contract type risk mitigation identification; describe the key elements of a statement of work when given a task order pre-award situation and describe the requirements for preparation of a government estimate; explain the COR and technical personnel responsibilities in the contract award process; explain the COR responsibilities for assisting a contracting office in preparing for a pre-performance or pre-construction meeting; describe the COR duties, limitations authority and responsibilities for assisting the contracting office with contract performance; describe the COR responsibilities for assisting the contracting office with contract inspection, acceptance, contractor payments, withholdings and deductions, and contract/task order modifications; describe situations that may lead to a contract dispute and the remedies available to the Government for resolving the dispute, and upon contract completion, describe the COR responsibilities for assisting the contracting office with performance of contract closeout; and describe the COAR negotiation responsibilities when given a post-award situation.
