Description

Objective:

The course objective is to provide a professional body of knowledge that supports the art and science of emergency management planning while promoting high-quality planning practices through the professionalization of essential skill sets.

Learning Outcomes:

  • Compare and contrast planning project management and program management approaches, including the integration of the National Planning Frameworks and the roles and responsibilities of planners within them.
  • Evaluate the benefits of the Integrated Preparedness Planning approach and identify tools, technologies, and jurisdictional considerations that support effective planning programs.
  • Identify legal issues, common planning challenges, and barriers, and propose evidence-based strategies and solutions to address them in the deliberate planning process.
  • Explain the role of critical infrastructure and non-traditional activities in emergency management planning and assess how public/private partnerships enhance planning outcomes.
  • Develop strategies for organizational change and continuous improvement that align planning practices with POETE (Planning, Organizing, Equipping, Training, and Exercising) elements across jurisdictional levels.
