Objective:

Learning Outcomes:

• Compare theories of how complex systems relate to decision making and emergency management leadership
• Critique how to apply the Cynefin Framework to recognizing different types of systems and the ways that those systems impact decision making
• Evaluate outcomes for situations in emergency management that can be simple, complex, complicated, and chaotic
• Quantify and analyze the laws, regulations, policies, and doctrines that establish governance for emergency management organizations at the SLTT and federal levels
• Study and debate the differences in how emergency management organizations are structured and how that impacts response, recovery, mitigation, and preparedness
• Defend the civic responsibility of citizens to prepare for, response to, recover from, and mitigate disasters
• Theorize how net-centric analysis is applicable to studying the relationships between emergency management organizations and their communities, partners, and stakeholders
• Relate and analyze the principles of design thinking and how the 5-step process can be applied to emergency management
• Assess how emergency management executives can become visioneers who are able to combine abstract concepts such as ideation, out-of-the-box thinking, and forecasting with tangible engineering skills like prototyping and testing
• Investigate how innovative solutions are being used to help manage emergencies across the country
• Integrate techniques and best practices to help organizations adapt to social, technological, political, and environmental challenges
• Design ways to elicit creativity in emergency management organizations to solve problems
