Description

Objective:

The course objective is to train participants' in the command, leadership and management of field law enforcement operation, to be able to design, plan, implement, and analyze effective intelligence led operational and tactical patrolling and law enforcement operations.

Learning Outcomes:

  • Perform basic tactical field operations to include packing and use of field equipment, use of field craft, use of force and rules of engagement, patrol formations, patrol base drill, tactical patrol drills to better enable the protection and enforcement
  • Explain and determine what intelligence and counter-intelligence is for the protected area context by listing where information can be gained, what occurs during the four phases of the intelligence cycle, map overlays for environment, species & habitat, demographics, social & economics, threats, gaps in intelligence, and protected area threat assessment
  • Explain patrolling operations which encompass patrol types and how they are employed in counter-poaching operations, the aides to patrol types, patrol search techniques, rates of movement and the considerations of day operations versus night operations, seasonal variations, rotational patrol plans, and patrol orders
  • Complete and present a patrol plan form and patrol orders to a patrol team
  • Explain the roles and responsibilities of training for the enforcement rangers
  • Instruct a practical field lesson to a team of rangers
  • Command and control patrol teams on simulated counter-poaching operations from a command center using maps and communications equipment
  • Explain the protected area protection and enforcement's roles, structure, staff conditions and staff development
  • Explain and demonstrate command, leadership and management of the factors of human behavior, personality, social interaction, motivation, and applying good leadership
  • Demonstrate effective communication, management of personnel resources, staff evaluations and counseling, salaries and benefits, rules, regulations, and discipline procedures that lead to an effective enforcement unit
  • Conduct protected area protection planning by identifying and marking on maps the primary, secondary, tertiary resources, species and forest protection needs, priority and secondary protection requirements and zones, the personnel, salaries, equipment, training organization structure, and infrastructure it will require to implement the protection plan
  • Identify and plot on maps poaching activity, areas of priority, secondary and tertiary enforcement action
  • Explain the basic fundamentals of an investigation in the protected area context, including the phases of an investigation, a report of investigation, developing and managing informants, and interviewing a suspect or witness
