Description

Objective:

The objective of this course is for the student to demonstrate the knowledge and skills necessary to effectively plan, develop, execute, and close a Security Cooperation (SC) Case Letter of Offer and Acceptance (LOA) involving the partner nation and the United States Government.

Learning Outcomes:

  • demonstrate how to assist in the development and submission of a Letter of Request (LOR)
  • demonstrate how to assist in the development and management of an LOA
  • provide explanations that correlate and integrate key elements and considerations of a Case LOA
  • analyze partner nation issues/requests and provide solutions that include effective cross-cultural communication and an awareness of the partner's operational environment
  • outline the activities within each phase in the LOA lifecycle and justify decisions
  • demonstrate a comprehensive understanding of case policies and procedures of the LOA during each phase of the lifecycle
  • demonstrate an understanding of the security cooperation case life cycle, as well as the related policies, programs, and procedures
  • analyze, synthesize, and develop key elements of each phase of a Case LOA
