Description

Objective:

The course objective is to, through instructor and student dialogue and workshops, provide an enhanced understanding and application of the policies, procedures, methods, systems, and sequential actions necessary for the effective management of FMS and security cooperation programs. The Security Cooperation Management CONUS Course (SCM-C) is designed for personnel who are new to the Security Cooperation workforce, and who work full time in Foreign Military Sales (FMS) and/or Building Partner Capacity (BPC) programs in CONUS.

Learning Outcomes:

  • Define security cooperation and security assistance and understand the policy differences in implementation
  • Demonstrate an understanding of security assistance case policy making, review, and approval of the LOA to implementation, execution, and closure
  • Successfully perform the duties of a CONUS-based member of the security cooperation workforce - applying security cooperation knowledge in their functional specialty (program management, logistics management, personnel, etc.)
  • Identify the principles, policies, and procedures that govern international technology transfer, export controls, and foreign disclosure
  • Recognize the full range of SC activities to include legislation, policy, foreign military sales process, logistics, acquisition, finance, and training management
  • Understand how their own duty functions relate to the other aspects of security cooperation management.
