Description

Objective:

The course objective is to provide foundational knowledge, training and skill development on the placement and administration of contract property with special attention given to the administration of the Contractor’s Property Management System for contract property, the disposal of contract property, as well as the identification of risks inherent in such placement. Students explore pertinent Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DFARS Procedures, Guidance and Information (PGI), DoD instructions and manuals, as well as other relevant regulations/guidance. The course takes students through the contract formation process, identification of specific contract document content pertaining to contract property, administration requirements such as contract receipt and review, contractor procedure reviews, property loss investigation and disposal processes.

Learning Outcomes:

  • Associate the Department of War (DoW) Instructions applicable to property management with their purposes.
  • List the roles and responsibilities of acquisition team members when Government property is being provided to contractors.
  • Recognize the responsibilities and authorities of a Property Administrator.
  • Identify when the Government Property clause of FAR 52.245-1 must be inserted in a contract.
  • Analyze the Contractor’s written property management procedure, to determine acceptability based on the required outcomes and processes identified in FAR 52.245-1(f)(1).
  • Identify the FAR and DFARS clauses that must be in the contract when FAR 52.245-1 is present.
  • Demonstrate the contractor’s and Government’s responsibilities under the contract.​
  • Identify the conditions under which the Property Administrator shall determine relief of stewardship responsibility and/or recommend liability.​
  • Identify the statutes required to implement Trade Security Controls.
  • Recognize the process of demilitarization.
  • Identify how the risk management process applies to Government property administration.
