Description

Objective:

The course objective is to provide an in-depth, comprehensive examination of Contingency Contracting at an advanced level that helps students to understand how to effectively manage contracts in a contingency environment. The course examines Contingency Contracting from the perspectives of a Chief of Contracting Office, Senior Contracting Official Staff Officer, or Combatant Command Staff Officer. The course includes essential facets of contingency contracting, including risk analysis and management, contract administration, and more. This course is essential to the Operational Contract Support Community in that it enables the military and government members to develop the skills and knowledge necessary to perform in the complex environment of contingency contracting. Finally, the course improves the overall communication and collaboration within the Operational Contract Support Community of Practice.

Learning Outcomes:

  • Serving as a Senior Contingency Contracting Professional, explain the joint operations planning process with a focus on the Operational Contract Support (OCS) Plan Annex W of OPORD/OPLAN.
  • Serving as a Senior Contracting Staff Officer, propose contracting support options given a contingency scenario in a Geographic Combatant Command area of responsibility.
  • As a Chief of Contracting Office, organize a Contracting Office in a contingency environment.
  • As a Contracting Leader in a contingency environment, discover ethical failures and unethical behavior in a Contingency Environment.
  • Explain the Joint Operations Planning Process (JOPP) with a focus on the Operational Contract Support (OCS) Plan Annex W of operation order (OPORD)/operation plan (OPLAN).
  • Investigate new issues/current events/initiatives in Department of War (DOW) contracting.
  • As a Senior Contingency Contracting Professional, analyze the purpose, roles, and responsibilities of CCAS in an operational environment.
  • As a Senior Contracting Officer, differentiate the different Command and Control relationships when involved in a DSCA mission.
  • As a Senior Contingency Contracting Officer operating as part of a Combined Joint Task Force, analyze the key differences and challenges of using an Acquisition Cross-Servicing Agreement (ACSA) and Host Nation Support Agreement (HNSA).
