Level Credits (SH) Subject
Lower-Division Baccalaureate 2 Business Administration, Management, or Accounting

The course objective is to introduce the basic concepts and methodologies needed to develop operating and support (O&S) cost estimates. Emphasis is on the cost estimating techniques that are more commonly used in an O&S estimate; especially those that are not as widely used outside of an O&S estimate. Students will focus on understanding the elements of the O&S Cost Estimating Structure. The course culminates with students creating and justifying a small O&S estimate.

Learning Outcomes:

  • Relate the importance of an O&S cost estimate to weapon system acquisition
  • Apply cost methods to construct an O&S estimate
  • Estimate personnel costs using accepted practices
  • Apply reliability, availability, and maintainability (RAM) attributes to O&S cost estimates
  • Estimate maintenance costs for weapon systems
  • Create a cost estimate for sustaining support
  • Prepare an independent estimate for comparison to the official program office estimate
  • Apply the O&S estimating techniques taught given a realistic case scenario
  • Plan, organize, and be ready to execute an O&S cost estimate
  • Create a cost estimate for unit operations
  • Create a cost estimate for continuing system improvement
  • Estimate the elements of indirect costs
  • Describe the breadth, depth, strengths, and limitations of the O&S data available in the vamosc system
  • Defend an O&S cost estimate given a case scenario.
