Description

Objective:

The course objective is to provide a comprehensive understanding of technology security and transfer as it pertains to international acquisition activities. FTS/T covers the purpose of technology security in international programs, the key legislation and key players involved, and the role of the acquisition professional in the process.

Learning Outcomes:

  • Recognize the basic underlying security principles and authorities that govern foreign disclosure, technology control, and security requirements for international acquisition programs
  • Describe the policies and procedures for the classification, handling, and transmission of defense information and technology in international acquisition programs
  • Recognize National Disclosure Policy (NDP) basics, principles, and modes of implementation for foreign disclosure authorizations
  • Recognize the pertinent Arms Export Control Act/International Traffic in Arms Regulations (AECA/ITAR) and Export Administration Act/Export Administration Regulations (EAA/EAR) provisions that relate to international acquisition programs
  • Explain the policies, procedures, and related security requirements for the visits and assignments of foreign representatives, and overseas visits by Department of Defense (DoD) personnel
  • Describe how foreign disclosure, export control, and technology security requirements are addressed throughout the Defense Acquisition System
  • Discuss the fundamentals of technology security and transfers
  • Recognize the purpose of technology security in international acquisition programs, the key players involved, and the role of the defense acquisition workforce in the overall process
  • Describe protection procedures for Controlled Unclassified Information (CUI) and Foreign Government Information (FGI)
  • Recognize the importance of a solid national industrial security program as it relates to technology security
  • Explain how increased foreign investment and involvement in U.S. defense industries can present risks to national security
