Description

Objective:

The course objective is to introduce to the requirements and process associated with the Defense Contract Management Agency's (DCMA) role in the review of Engineering Change Proposals (ECPs) as outlined in current DCMA issuances. This is a robust, engaging and interactive course that facilitates self-guided discovery and promotes critical thinking skills using realistic artifacts including ECP forms, drawings, technical data packages, etc. in scenarios the DCMA engineer will encounter in a typical work environment. While this course's target audience are DCMA Engineers assigned to perform Engineering Change Proposal Reviews and uses DCMA document templates, instruction concentrates upon the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and common principles which apply across all services.

Learning Outcomes:

  • Identify the principles of Configuration Change Management (CCM), including the principles outlined in Standard EIA-649, and associated DCMA policy documents and references as each relates to the DCMA Engineering Change Proposal (ECP) process, including policy, process, roles and responsibilities, procedures, and Configuration Status Accounting (CSA).
  • Given a scenario, choose the applicable elements of the Engineering Change Proposal (ECP) process, including phases, roles and responsibilities
  • Given a scenario, analyze applicable documentation and Contract Receipt and Review (CRR) to determine what the Program Management Office (PMO) is requesting from DCMA regarding Configuration Change Management (CCM) support
  • Given a scenario, recognize the data required to complete the pertinent data fields on Configuration Change Management (CCM) Department of Defense (DD) Forms in accordance with the associated Data Item Descriptions (DIDs)
  • Given an Engineering Change Proposal (ECP) packet and supporting documentation, analyze the ECP attributes to identify the proper verification elements and DCMA’s role in determining that verification
  • Given a case study relating to an Engineering Change Proposal (ECP) systemic issue, analyze the qualifying factors to determine the appropriate course of action using best practices
