Description

Objective:

The course objective is to be a cross-functional, general-purpose credential on the tenets and principles of MILCON and Financial Management. The participants will be given the standards, laws and principles for MILCON with respect to Appropriations, Fiscal Law, and other important aspects. The assumption is that learners can have little experience or vast experience in any acquisition functional area.

Learning Outcomes:

  • Differentiate Major Military Construction (MILCON) and Unspecified Minor Military Construction (UMMC) projects.
  • Evaluate the fiscal laws for Military Construction (MILCON).
  • Examine the Military Construction (MILCON) offices within each Military Department (MILDEP).
  • Assess Military Construction (MILCON) exceptions.
  • Recognize the elements of the Facilities Engineering environment.
  • Describe the functions of an acquisition team.
  • Describe the elements of cost that Program Managers and Facility Engineers consider for acquisition programs.
  • Recognize how Earned Value Management fits into the defense acquisition life cycle.
  • Describe the relationship that exists between weapons systems acquisition and facilities requirements.
  • Describe basic cost estimating techniques/tools used in managing facilities engineering projects.
  • Describe the purpose, applicability, and implementation of DoD funding policies.
  • Explain the Planning, Programming, Budgeting, and Execution (PPBE) process in relation to each phase of the systems acquisition process.
  • Describe each of the functions associated with acquisition planning and determine who (contracting personnel or facilities engineering personnel) is responsible for completing each function.
  • Describe environmental requirements that address Environmental Planning during the DOD facility life cycle.
