Description

Objective:

The course objective is to teach students to conceptualize, assess, plan, and execute the full spectrum of International Acquisition and Exportability (IA&E) activities to improve acquisition outcomes and contribute to DOD and U.S. Government security cooperation objectives. INT 3800V is designed to strengthen the student’s critical thinking and analytical skills through the use of practical exercises, case studies, and in-depth discussions based on real world IA&E scenarios. This course covers current law/DOD policy relating to international acquisition, provides critical thinking methodologies for use in virtual classroom case studies. This course's target audience includes leaders in the Acquisition Workforce (AWF) who are responsible for managerial and decision-making roles in international program aspects (foreign military sales, international cooperative programs, or similar) for functional areas including (but not limited to) program management, engineering/technical management, and contracting.

Learning Outcomes:

  • Describe new International Acquisition and Exportability (IA&E) related strategies, policies, and guidance that affect planning and executing acquisition programs
  • Analyze an organization or program to identify IA&E improvement opportunities and write a proposal for making relevant improvements
  • Examine critical thinking with regard to IA&E activities and enhanced DoD decision-making
  • Examine program characteristics and conduct an IA&E Assessment for an acquisition program under development in accordance with DoD policy guidance and best practices
  • Examine considerations needed to develop a program’s Acquisition Strategy that fully considers IA&E opportunities and constraints in accordance with DoD policy guidance, directives, and instructions
  • Evaluate a case study scenario involving a dilemma associated with international aspects of a program's acquisition strategy and synthesize relevant IA&E knowledge and critical thinking constructs to propose a preferred course of action with rationale in accordance with DoD policy guidance, directives, and instructions.
  • Analyze industry motivations, examine United States Government and industry IA&E cooperation, and assess the importance of the relationship
  • Examine practices to enhance defense exportability at the Program Management Organization (PMO) level in accordance with DOD guidance, directives, and instructions
  • Evaluate a defense exportability dilemma and synthesize relevant IA&E knowledge and critical thinking constructs to propose a preferred course of action with rationale in accordance with DOD guidance, directives, and instructions.
  • Analyze and synthesize acquisition best practices on a DOD weapon system sale to improve outcomes for the Foreign Military Sales (FMS) customer in accordance with DoD policy guidance, directives, and instructions.
  • Examine IA&E issues and outcomes and their impact on international program planning and execution from an Office of the Secretary of Defense senior leader perspective
