Description

Objective:

The course objective is to evaluate the reasonableness of individual cost elements when certified cost or pricing data are required. The Federal Acquisition Regulation (FAR), Table 15-2, provides instructions to offerors preparing a contract pricing proposal when certified cost or pricing data are required. Table 15-2, Part II provides information on how to submit the breakdown for the individual cost elements. This credential will provide information for the contracting professional to use when using cost analysis to evaluate those submittals and focuses on the indirect cost elements, profit or fee, and documentation.

Learning Outcomes:

  • Given cost data, evaluate and describe individual cost types and categories and determine appropriate cost allocations
  • Apply indirect cost rates and other cost factors to develop individual contract costs
  • Evaluate the development and application of forward pricing rates, final indirect cost rates, off-site rates, billing rates, and quick closeout rates
  • Compare and contrast the handling of cost principles in the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and the Truth In Negotiation (TIN) statutes
  • Recognize elements for calculating FCCOM
  • Establish a Cost Objective and Negotiation Position for FCCOM through DD Form 1861
  • Identify the factors affecting profit or fee analysis
  • Calculate a profit or fee using the appropriate structured approach for a pre-negotiation position
  • Execute a detailed pre-negotiation objective memorandum or price negotiation memorandum
