Description

Objective:

The course objective is to provide training required to perform surveillance of contractor’s flight and ground operations IAW the contract and DCMA-INST 8210.1. DCMA AO and the Service Waiver Authority (SWA) have [BOLD] mandated that first-time learners attend this in-resident course, [BOLD] CMA 2410 - Government Flight & Ground Representative (GFR/G-GFR) not CMA 2410V. This is not a DAU requirement. Contact your Command and Service Waiver Authority (SWA) if you have questions on which offering you must attend.

Learning Outcomes:

  • Given a contract, validate specific contract requirements applicable to Aircraft Operations.
  • Given a series of scenarios, determine the applicability of the DFARS 252.228-7001, “Ground Flight Risk” clause (GFRC).
  • Given a Contractor’s Aircraft Operations Procedure, evaluate for compliance with contractual requirements.
  • Review a Contractor-provided request for entry into the Contractor’s crewmember qualification and training program and request for Flight Approval to determine if each meets requirements outlined in the Combined Instruction.
  • Given a contractor's Ground Operations procedure, analyze for compliance in accordance with the contractual requirements.
  • Review a Contractor’s Aviation Safety Management System to determine if it meets requirements outlined in the Combined Instruction.
  • Describe application of the Combined Instruction to non-standard contracts.
  • Explain the contractor’s requirements for Infrastructure and Support as applied to the Combined Instruction.
