Comments on Draft Rule for STEM OPT Program

ACE signed on to these comments to the Department of Homeland Security on its proposed rule for STEM Optional Practical Training (OPT).

The STEM OPT program allows recent foreign university graduates who majored in a STEM field (science, technology, engineering, or mathematics) to receive an additional 17 months of work authorization beyond the initial 12 months of OPT that they receive upon completion of their academic program.

The proposed rule offers potentially significant benefits to beneficiaries, including a 24-month extension of work authorization, but the letter also outlines some concerns with the specifics of the rule as written. ​
