Educating Americans for a World in Flux: Ten Ground Rules for Internationalizing Higher Education offers a general rationale for international education and recommends specific strategies for internationalizing institutions. Campus leaders have found it useful for discussions with faculty groups and boards of trustees, among others.

- Require that all graduates demonstrate competence in at least one foreign language.
- Encourage understanding of at least one other culture.
- Increase understanding of global systems.
- Revamp curricula to reflect the need for international understanding.

- Examine the organizational needs of international education.
