Sharing Quality Higher Education Across Borders
A Checklist for Good Practice
The Checklist for Good Practice (PDF, 146KB) grows out
of the 2004 statement, Sharing Quality Higher Education Across Borders:
A Statement on Behalf of Higher Education Institutions Worldwide (see background information). The checklist was jointly
developed by ACE, the Association of Universities and Colleges of Canada
(AUCC), the Council for Higher Education Accreditation (CHEA), and the
International Association of Universities (IAU). It provides a series of
questions to assist institutions in designing and assessing their
cross-border educational initiatives, and to guide them in putting the
principles outlined in the statement into practice. This checklist also
will be useful to institutions in discussing with governments and other
stakeholders quality expectations for cross-border education.
A Statement on Behalf of
Higher Education Institutions Worldwide
In 2004, the American Council on Education (ACE), the Association of
Universities and Colleges of Canada (AUCC), the Council for Higher
Education Accreditation (CHEA), and the International Association of
Universities (IAU) issued a statement, Sharing Quality Higher Education Across Borders: A
Statement on Behalf of Higher Education Institutions Worldwide,
outlining a set of principles that should guide the provision of
cross-border education. The statement also set forth a series of
recommendations to higher education institutions and other providers and
governments. The impetus for the statement was the growth of
market-driven cross-border education, fueled by increased demand for
higher education worldwide, declining public funding in many national
contexts, the diversification of higher education providers, and new
methods of delivery. More than 30 higher education associations
worldwide endorsed the statement.
History of the Statement
ACE worked with the Council for Higher Education Accreditation
(CHEA), the Association of Universities and Colleges of Canada (AUCC),
and the International Association of Universities (IAU) to develop a
draft statement with the belief that such a statement will help ensure a
strong and thoughtful voice for higher education institutions in the
global dialogue on cross-border education and promote self-regulation as
a cornerstone of quality assurance.
The four associations that constitute the drafting group then invited
their member institutions and associations worldwide to comment on the
draft. They revised the statement on the basis of comments received, and
then submitted it to their respective boards of directors for approval.
The statement was then circulated for endorsement and signature by
associations worldwide. As of May 2006, more than 30 higher education
associations worldwide have endorsed the statement.
