Reauthorization: Finally, a Done Deal

On August 14, President Bush signed HR 4137, the Higher Education Opportunity Act, into law as PL 110-315. The measure, like most reauthorizations, was approved overwhelmingly: a 380 to 49 vote in the House and an 83 to 8 tally in the Senate. This finally concludes the reauthorization of the Higher Education Act. The process started in 2003 and, because it finished four years late, necessitated 14 separate extensions of the underlying Act. The actual bill was more than 1,100 pages long and authorizes, according to best estimates, 69 new programs. Indeed, it is an indication of the complexity of the measure that, several weeks after it was passed, nobody is exactly sure how many new programs Congress has approved. . . .
